Ingredients

2 tablespoons canola oil
1 1/2 cups finely chopped onion
1 1/2 tablespoons minced garlic
1 tablespoon shallots (finely chopped)
1 bay leaf
2 teaspoons ground tumeric
2 cups potatoes (peeled, cut into small to medium cubes)
6 cups bottled clam juice
1/4 teaspoons Tabasco Pepper Sauce
black pepper (Fresh, to taste)
3 tablespoons roux (1 tablespoon of butter and 2 tablespoons of flour that is cooked)
2 pounds halibut (boneless, skinless, cut into 1/2-inch cubes)
2 cups milk
1 cup heavy cream
2 tablespoons chopped parsley
