1/2 cups mayonnaise

3 tablespoons cream (or 3 tablespoons milk)
5 stalks green onions (chopped fine)
1 teaspoon garlic powder
1 teaspoon onion powder
2 teaspoons dried dillweed
1 tablespoon lemon juice
